Aviation Security Law

The law plays a significant role in ensuring aviation security. This book addresses new and emerging threats to civil aviation; evaluates security tools now in use such as the Public Key Directory, Advance Passenger Information, Passenger Name Record and Machine Readable travel documents in the context of their legal and regulatory background; and discusses applicable security treaties while providing an insight into the process of the security audits conducted by the International Civil Aviation Organization (ICAO).

The book also examines issues of legal responsibility of States and individuals for terrorist acts of third parties against civil aviation and discusses from a legal perspective the latest liability Conventions adopted at ICAO. The Conclusion of the book provides an insight into the application of legal principles through risk management.

Dr. Ruwantissa Abeyratne has worked in the field of aviation law and management for over twenty five years. He is currently Acting Deputy Director, Air Transport Bureau, at the International Civil Aviation Organization. He is also Professor of Aero politics and Law at the John Molson School of Business, Concordia University, Montreal.

Aviation security, Privacy, Data Protection and Other Human Rights: Technologies and Legal Principles

This book sheds light on aviation security, considering both technologies and legal principles. It considers the protection of individuals in particular their rights to privacy and data protection and raises aspects of international law, human rights and data security, among other relevant topics. Technologies and practices which arise in this volume include body scanners, camera surveillance, biometrics, profiling, behavior analysis, and the transfer of air passenger personal data from airlines to state authorities.

Readers are invited to explore questions such as: What right to privacy and data protection do air passengers have? How can air passenger rights be safeguarded, whilst also dealing appropriately with security threats at airports and in airplanes? Chapters explore these dilemmas and examine approaches to aviation security which may be transferred to other areas of transport or management of public spaces, thus making the issues dealt with here of paramount importance to privacy and human rights more broadly. The work presented here reveals current processes and tendencies in aviation security, such as globalization, harmonization of regulation, modernization of existing data privacy regulation, mechanisms of self-regulation, the growing use of Privacy by Design, and improving passenger experience.

This book makes an important contribution to the debate on what can be considered proportionate security, taking into account concerns of privacy and related human rights including the right to health, freedom of movement, equal treatment and non-discrimination, freedom of thought, conscience and religion, and the rights of the child. It will be of interest to graduates and researchers in areas of human rights, international law, data security and related areas of law or information science and technology.

I think it will also be of interest to other categories (please see e.g. what the reviewers have written)

“I think that the book would be of great appeal for airports managing bodies, regulators, Civil Aviation Authorities, Data Protection Authorities, air carriers, any kind of security companies, European Commission Transport Directorate, European Air Safety Agency (EASA), security equipment producers, security agencies like the US TSA, university researchers and teachers.”

“Lawyers (aviation, privacy and IT lawyers), security experts, aviation experts (security managers of airports, managers and officers from ANSPs and National Aviation Authorities), decision makers, policy makers (EASA, EUROCONTROL, EU commission)”

General Aviation Security

After 9/11, the initial focus from the U.S. government, media, and the public was on security at commercial airports and aboard commercial airlines. Soon, investigation revealed the hijackers had trained at flight schools operating out of general aviation airports, leading to a huge outcry by the media and within the government to mandate security regulations for this flight sector. General Aviation Security: Aircraft, Hangars, Fixed-Base Operations, Flight Schools, and Airports examines the threats against general aviation (GA) and presents resources for security professionals and GA airport owners and operators to develop an impenetrable airport and aircraft security plan. Following an overview of general aviation and its inherent security threats, the book explores:

Physical security for the aviation environment, including intrusion detection systems, cameras, locks, lighting, and window security The security force, including recruitment and training Security of general aviation aircraft and airports, including runway security and fuel storage

Airport safety regulations such as the Workers Protection Act and the Blood borne Pathogens Act

Emergency response to a range of scenarios, including medical emergencies, fires, gas leaks, and bomb threats The security of hangars, fixed-base operations, and flight schools Corporate aviation security departments

The book concludes with a study involving the Aircraft Owners and Pilots Association (AOPA) Airport Watch Program and the Transportation Security Administration (TSA) security requirements and recommendations for general aviation.

General aviation supports public safety, business, agriculture, commercial airports, aeronautical education, and many aspects of the aviation industry. The book is the first to explore the unique security concerns relevant to general aviation operations.

Dr. Daniel J. Benny was interviewed on video by General Aviation Security Magazine about his article concerning the effects of the Airport Watch Program.

Aviation English

This book is the product of three disciplinary perspectives on aviation communication. We are fortunate to be able to collaborate with each other and to combine our differing areas of expertise, thus offering complementary perspectives from the disciplines of linguistics and applied linguistics, human factors and language testing. In order to give the reader an idea of the lenses through which we examine the phenomenon of Aviation English, it is worth providing a brief description of our individual trajectories and how this collaboration came about. Dominique Estival and Brett Molesworth are both pilots, with commercial pilot licences. Dominique is a linguist, with a background in theoretical linguistics, more specifi cally syntax and computational linguistics, and she is also a fl ight instructor. Brett is a psychologist, specializing in human factors, who lectures in the School of Aviation at the University of New South Wales (UNSW) Australia. Dominique was one of the subjects in one of Brett’s early studies of factors impacting on pilot performance and they started a collaboration to study the effect of the use of a second language on miscommunication in aviation from the perspectives of human factors and linguistics. Candace Farris is an applied linguist, language tester and currently a doctoral candidate at McGill University in Montreal, Canada. Dominique and Candace met when they both participated in the Featured Colloquium at the American Association of Applied Linguistics (AAAL) meeting, entitled ‘Language tests and language policy: The case of aviation English’ (Boston, 24–7 March 2012), organised by Tim McNamara. Quite independently, the design of Candace’s earlier experiments had inspired the design of Dominique and Brett’s fl ight simulator experiments.

Advances in Aviation Psychology

Aviation remains one of the most active and challenging domains for human factors and applied psychology. Since 1981, the biennial International Symposium on Aviation Psychology (ISAP) has been convened for the purposes of (a) presenting the latest research on human performance problems and opportunities within aviation systems, (b) envisioning design solutions that best utilize human capabilities for creating safe and efficient aviation systems, and (c) bringing together scientists, research sponsors, and operators in an effort to bridge the gap between research and application. Though rooted in the presentations of the 17th ISAP, held in 2013 in Dayton, Ohio, Advances in Aviation Psychology is not simply a collection of selected proceeding papers. Based upon the potential impact on emerging trends, current debates or enduring issues present in their work, select authors were invited to expand on their work following the benefit of interactions at the symposium. The invited authors include the featured keynote and plenary speakers who are all leading scientists and prominent researchers that were selected to participate at the symposium. These contributions are supplemented by additional contributors whose work best reflects significant developments in aviation psychology. Consequently the volume includes visions for the next generation of air management and air traffic control, the integration of unmanned (i.e. remotely piloted vehicles) into operational air spaces, and the use of advanced information technologies (e.g. synthetic task environments) for research and training. This book is the first in a series of volumes to be published in conjunction with each subsequent ISAP. The aim of each volume is not only to report the latest findings in aviation psychology but also to suggest new directions for advancing the field.

Aeromedical psychology

Aeromedical psychology is that branch of psychology pertaining to the assessment, selection and evaluation of aviation personnel. This book, Aeromedical Psychology, is designed to provide the means for a variety of clinicians to carry out sound assessment and selection procedures, perform informed evaluations and make subsequent recommendations regarding flight status and treatment strategies geared to the aviation environment. To facilitate a dynamic understanding of the field, the book emphasizes an integration of applications and theory, case examples and research. The book is divided into three parts. The first presents assessment and selection procedures for aviation personnel (i.e. air traffic controllers, flight officers and pilots) and astronauts and the many ways in which both psychologists and psychiatrists are involved in these roles. In the second part, the waiver standards put forth by both the FAA and the various branches of the military are presented, as well as the waiver decision process. Clinical issues unique to aviation – notably fear of flying, motivation to fly and airsickness – are addressed, as well as possible courses of intervention, treatment and disposition. In the final part, more specialized issues pertaining to aeromedical psychology are dealt with, namely the psychopharmacological research and regulations applicable to recreational pilots and aviation personnel, managing the aftermath of aviation mishaps and the psychologist’s role in accident investigations.

Aviation Psychology

In the well-established aviation system, the importance of sound human factors practice, based on good aviation psychology research, is obvious from those incidents and accidents resulting from its neglect. This carefully structured book presents an up-to-date review of the main areas in the field of Aviation Psychology. It contains current thinking mainly from Europe, but with input from Australia and North America, from specialists involved in research, training and operational practice. Spanning six parts, the book covers: Human Engineering, Occupational Demands, Selection of Aviation Personnel, Human Factors Training, Clinical Psychology, Accident Investigation and Prevention. Looking at the six parts – in human engineering, the reader learns about human-centered automation as well as human factors issues in aircraft certification. Results derived by job analysis methods are presented in the next part and serve as basic information in the design of selection and training programs. In selection, computerized testing or behaviour-oriented assessments are challenging approaches for personnel recruitment. Cost-benefit analyses in selection reveal convincing results, enabling organizations to save huge amounts of inappropriate training investment by the application of proper selection tests. The NOTECHS method is described which helps to assess CRM capabilities in training and can also be used to measure training effects in systematic validation studies. Although operational personnel in aviation are usually able to cope with stress more efficiently than other occupational groups, individual problems might develop as reactions to traumatic influences. Either a psychological evaluation or a proper treatment or both is then required as described in the ‘Clinical Psychology’ part of the book. The readership includes: aviation psychologists and flight surgeons, training, selection and recruitment specialists, instructor pilots, CRM facilitators, personnel managers, accident investigators, safety pilots, air traffic controllers, aircraft engineers and those dealing with human-machine interfaces.

Aviation Psychology and Human Factors

While it is true that fortune favors the prepared mind, in the field of aviation, it may be equally true that misfortune often punishes an unprepared mind. To be fully prepared, pilots must have comprehensive knowledge of weather, aerodynamics, propulsion, navigation, and all the other technical disciplines. However, they must also have a comprehensive understanding of the component that is simultaneously the most fragile and most resilient, the most unreliable and the most adaptable―the human being.

Aviation Psychology and Human Factors explores the application of psychological principles and techniques to the specific situations and problems of aviation. It provides a complete overview of the role of psychology in the field of aviation. The authors address the contribution of psychology in the design of aviation systems, the selection and training of pilots, the psychological characteristics of pilots that may relate to aviation safety, and to the behavior of passengers. They cover key concepts of psychological research and data analysis at a depth that fosters a greater appreciation of how these tools are used in the development of new psychological knowledge.

A keener understanding of aviation psychology will better prepare pilots for the demands that aviation will make. While many books cover this subject for psychologists, very few, if any present the material to pilots. With balanced coverage that makes the material accessible to both, this book makes pilots aware of the positive impact psychology and its application can have on improving aviation operations, providing specific information that pilots can use in their daily operations. It gives psychologists a better understanding of how their discipline is applied to aviation, while giving pilots the tools to better evaluate and implement future products in the field of aviation psychology.

Principles and Practice of Aviation Psychology

Principles and Practice of Aviation Psychology is an important addition to the literature in aviation psychology. Covering the history of aviation to the actual pilot actions and tasks today, the editors have brought together a wonderful set of contributors who are leaders in this field. The text presents psychological principles and research pertinent to the interface between a pilot and the cockpit. Understanding the cognitive demands and the capabilities and limitations of the pilot has important implications on selection and training of pilots and display/control designs in the cockpit. Emphasis is placed on the scientific methods of achieving this understanding together with the view that theories and principles of human behavior would have much to learn from practical problems and applied studies.

Aviation Mental Health

This book provides an authoritative and practical guide to the assessment, management, treatment and care of pilots and other professional groups within aviation; covering a range of relevant topics, for health and human resources practitioners working in the airline industry.

Pilot mental health has, hitherto, been regarded as a specialist topic in aviation medicine. Consequently, practitioners and researchers alike have been forced to consult specialist journals or seek out a relevant chapter on this topic in a general textbook to develop or update their understanding of the relevant issues. This book seeks to remedy this situation by gathering together all of the relevant insights into a single authoritative source gathered from the leading specialists in the field. It aims to cover all of the main relevant issues including the assessment, care, management and treatment of mental health problems, as well as the prevention of mental health problems among this occupational group.
